John Maltbie

John has over 30 years experience in local government executive management. He has worked at both the city and county levels, serving as City Manager of Milpitas, California and Glendale, Arizona as well as Assistant County Executive of Santa Clara County and County Manager of San Mateo County.
Mr. Maltbie is a graduate of San Jose State University where he received a Bachelor of Arts in Political Science (with great distinction) and a Masters of Public Administration. He was honorably discharged from the United States Army with the rank of Capitan in 1972.
He has taught graduate level courses in public administration at Arizona State University, Notre Dame de Namur University and San Jose State University.
Mr. Maltbie has served on numerous state commissions and committees including: Governor’s Juvenile Justice Work Group (Schwarzeneeger), Board of Corrections Jail Bond Allocation Committee (Schwarzeneeger), Speaker’s Commission on State-Local Government Finance (Villagraigosa), Governor’s State-Local Taxes Commission (Babbitt), and Arizona Landfill Sitting Committee (Babbitt). He has also served on the Joint Venture Silicon Valley Board of Directors, where he chaired the Annual JVSV Index Committee and the Climate Change Task Force Committee; and the Health Plan of San Mateo Commission, where he chaired the Finance Committee.
